CHALLENGES AND PROSPECTS FOR THE MANAGERIAL CAPACITY OF UKRAINE’S NON-GOVERNMENTAL THINK TANKS

Abstract


Problem Statement. Ukrainian non-governmental think tanks are important actors in shaping public policy, providing independent expertise, and supporting the implementation of reforms. The relevance of the issue is driven by the need to strengthen the managerial capacity of these organizations as a key prerequisite for their independence, effectiveness, and impact. The purpose of the study is to identify the key challenges and prospects of managerial capacity of non-governmental think tanks in Ukraine. The object of the study is non-governmental think tanks in Ukraine. Research Hypothesis. It is assumed that think tanks recognize the crucial role of effective management in achieving their goals, improving the quality of analytical outputs, and strengthening institutional resilience. Despite external and internal challenges, most organizations strive to professionalize their management processes, develop collegial decision-making models, and improve financial planning and internal communication. Presentation of the Main Material. The article analyzes the challenges and prospects of managerial capacity of non-governmental think tanks. The study examines the level of strategic planning, the application of adaptive management principles, and the use of modern communication tools that ensure operational efficiency and flexibility. It identifies that despite wartime challenges, resource shortages, and external constraints, non-governmental think tanks are actively developing institutional policies and seeking to strengthen managerial resilience. Originality and Practical Significance of the Study. The originality of this research lies in its comprehensive assessment of managerial models, policies, and challenges of non-governmental think tanks in Ukraine under conditions of full-scale war and reduced donor funding. The results have practical value for think tank leaders, donors, and expert communities, as they help identify growth areas and institutional needs within the sector. Future research will focus on analyzing the effectiveness of different management models, assessing resilience to financial shocks, and examining mechanisms of resource diversification. Conclusions and Prospects for Further Research. Non-governmental think tanks demonstrate overall adaptability and continuous development. However, they remain dependent on donor funding and require further strengthening of internal management formalization and resource diversification. Future studies will focus on evaluating the effectiveness of various management models, mechanisms of financial stability, and the impact of donor agendas on the independence of think tanks.
