INNOVATIVE SYSTEM OF FORMATION OF STRATEGIC GOALS

Abstract


Increased competition, the creation of large international corporations and the active introduction of scientific products produce new requirements for strategic planning. The author notes that as the complexity of socio-economic systems changes, the nature and speed of information flows change, the complexity of their processing is increasing, the dependence of decision-making on the actions of other actors of the market increases, the question of determining the goal is sharply raised. It is substantiated that the problem of choosing the optimal set of innovative methods does not have an unambiguous solution. The set of methods is selected taking into account many factors: the size of the object under study, the period, resource constraints, the availability of the required number of highly skilled experts, access to sources of information. The application of these methods allows us to consider alternative development opportunities, to formulate ideas on the most appropriate options for the future, to identify hard-to-predicted events with high potential impact.
