DIRECTIONS OF PERFECTION FORMATION AND USE FINANCIAL RESOURCES OF SOCIAL PROTECTION SYSTEM THE POPULATION

Abstract


The article presents the economic analysis of the movement of financial resources for social protection of the population of the Republic of Komi. The composition, structure and dynamics of revenues and expenditures of the budget of the northern region are considered. It is shown that in practice unjustified privileges are created for some consumers of financial resources for social protection. This generates a strong differentiation in the incomes of the population of the republic. It is revealed that the Strategy of social and economic development of the Republic of Komi for the period up to 2020 aimed at raising the level and quality of life of the population and implying a redistribution of financial resources of the social protection system in favor of poor and weakly protected citizens contradicts economic efficiency as a means of action, providing the best result in this field. The main direction of improving the financial mechanism and organizational forms of managing the system of social protection of the population is the targeted allocation of financial resources.
