STATE SUPPORT FOR THE DE-OCCUPIED TERRITORIES

Abstract

The restoration of the de-occupied and affected territories of Ukraine is one of the key challenges of the modern and post-war period. Large-scale destruction of infrastructure, population migration, economic recession and shortage of financial resources require the development and implementation of effective state support mechanisms. However, existing programs, such as "Side by Side", "Reconstruction", "Human Resources Reserve for TOT", etc., require assessing their effectiveness and adapting to the real needs of communities. The purpose of the article  is to identify and study the programs of state support for the de-occupied territories, to assess the success of their implementation. Methods used in the study. The methods of statistical analysis, comparative analysis of the system and the software and project approach, expert assessment  are used in the work.Research hypothesis. Monitoring and evaluation of the effectiveness of the implementation of state programs to support the de-occupied and affected territories will allow to have a timely impact on the pace of community recovery and significantly improve the socio-economic development of the regions. Summary of the main material. The article analyzes the existing state support programs and identifies their strengths and weaknesses. Systemic state support as a key factor in the restoration of local territories is identified. The importance of intersectoral interaction, human capital and demographic challenges, financial support for reconstruction is noted. Particular attention is paid to the international experience of post-conflict reconstruction and the possibility of its adaptation in Ukraine, the need for inclusive approach to reconstruction. Originality and practical significance of the study. The results of the study can be used by state and local governments to optimize the mechanisms of support and attraction of investments for the restoration of territories. Conclusions. State support programs play a key role in the reconstruction of the de-occupied territories, but their effectiveness requires constant analysis and monitoring. Further research should be aimed at optimizing state support programs, creating a single coordination center for recovery, expanding tools for attracting investments, and strengthening personnel policy.
