TRANSFORMATION OF THE EU POLICY ON PROVIDING THE INDUSTRIAL SECTOR WITH WORKFORCE

Abstract


Formulation of the problem. The shortage of skilled labour and structural imbalances in the EU and Ukrainian labour markets increase the need for an effective policy for supplying industry with a workforce capable of adapting to digital, technological and “green” transitions. The aim of the research is to identify the features of EU policy on industrial workforce development and justify the possibilities of its adaptation to Ukraine’s post-war industrial recovery. The object of the research. EU policies for developing and employing a skilled workforce in industrial sectors. The methods of the research. System analysis, structural–functional analysis, content analysis of EU strategic documents, and synthesis of member state practices. The hypothesis of the research. The adaptation of EU mechanisms for skill development and industrial workforce support can compensate for Ukraine’s labour force losses and strengthen its industrial competitiveness during reconstruction. The statement of basic materials: The article analyses key EU documents shaping modern skills development, industrial modernisation and employment policy. It examines the European Skills Agenda, the Pact for Skills, the updated Industrial Strategy, and initiatives supporting youth, women, people with disabilities, migrants and older workers. The research shows that EU effectiveness stems from lifelong learning, state–business cooperation, transparent qualification recognition and inclusive employment models. The originality and practical significance of the research: The study provides the systemic assessment of how EU workforce instruments may be integrated into Ukraine’s industrial recovery policy. It outlines directions for reducing skills shortages, strengthening human capital and building resilient industrial ecosystems. Conclusions and perspectives of further research. EU approaches demonstrate significant potential for adaptation in Ukraine. Future research should address sectoral models of skills management.
