THE CONCEPT OF A NEW PENSION SYSTEM IN RUSSIA

Abstract

The article analyzes the joint proposals of the Government of the Russian Federation and the Bank of Russia to create a new pension system in Russia, identifies the main problems of its implementation, proposes some measures concerning the development and functioning of social protection of the population in the Russian Federation in the long run. The author substantiates the necessity of radically changing approaches to the social policy of the Government of the Russian Federation, so that the latter became a full-fledged factor in the economic development of the state (in the present situation, seeing the situation when social spending is considered a "black hole"), an imperative decision aimed at changing the very nature of social policy, what society will perceive not as non-net subsidies, but as investment in human capital, which will eventually lead to economic growth and increase in budget revenues.
