THE INFLUENCE OF POLICY OF HUMAN DEVELOPMENT IN REGION

Abstract


In the policy of employment it is necessary to take into account the peculiarity of human development. The employment policy is insufficient source of human development in the regions of Ukraine, that requires further research. The purpose of the work is to substantiate theoretical and methodological provisions in the system of analysis of regional labor markets and to define the conceptual foundations of employment policy in regulating regional labor markets for the purpose of human development. At the regional level, there are significant differences between the indicators of employment and human development. In the economic model of regional development that has been formed in Ukraine, regions with the highest rates of economic development have a lag in decent work and human development. The analysis of the effectiveness of the employment policy involves determining to what extent the positive changes were the result of the measures, and in which they would have occurred without policy. The obtained data testify decrease in the degree of influence of the sphere of employment on the results of the regional economy. The impact of employment rates on such a component of regional welfare and human populations as the proportion of households that have made savings or buying property is reduced, from the point of view of being able to serve as sources of income and savings for the population of the region. The most important feature of the mode of employment, focused on human development, is the realization of a person's entire spectrum of his abilities, primarily in the field of social production. Decent work as a direction and condition of human development involves quantitative and qualitative parameters of employment, thus human development in the regions feels all changes that occur in the field of employment as a result of controlled or unmanaged influences. Under the conditions of an effective employment policy, the  employment rate directly affects the welfare of the population, the gross domestic product of the region, but the impact of the employment policy on human development may be due to side effects that more characterize its qualitative side.
