THE MANAGEMENT OF LABOR POTENTIAL DEVELOPMENT: INSTITUTIONAL ASPECTS

Abstract


The article deals with the consideration of the main directions for managing the development of labor potential at the present stage of market reforms in Ukraine. Labor potential is a concept that appeared in Soviet studies in the 1970-80s, in the period of transition to an intensive path of economic development. Labor potential, new labor opportunities were investigated mainly in the context of organizational and economic relations. At the present stage of the transition to the market, research of labor potential in the context of socio-economic institutes is of fundamental importance. Institutes are the organizational forms of social relations. Economic institutions act as organizational forms of industrial relations. They are reflected in the ways of thinking, behavior and actions of subjects of economic relations, in the nature of production relations, in the rules of law governing the organization of economic activity and production relations. Progressive development of the economy and labor potential is possible under the rule of inclusive political and inclusive economic institutions. In Ukraine there are objective prerequisites for the transition to the rule of inclusive political and inclusive economic institutions. The European choice in the political, socio-economic development of the country is a powerful factor contributing to the development of inclusive institutions.
