CLASSIC CRITERIA OF MAKING THE DECISIONS IN THE DETERMINATION AIR TRAFFIC CONTROLLERS GROUP PREFERENCES TO RISK FACTORS OF PROFESSIONAL ACTIVITIES

         Based on the proposed ICAO modern conceptions of proactive safety management with a human factor,    conducted explorations of identify and analyze the spectrum of n = 15 hazards, as well as the subsequent risks that threaten to vital activity of the air navigation system. And since it is the ratio of air traffic controllers to dangerous actions and conditions shows a "safe" corporate culture, the identified their individual preferences on these factors. Given that the system property emergence group has a system of preferences, compile, including conflicting opinions, it is proved that this "marginal" may be the result of a unique personal experience of professional air traffic controllers involved in the tests. Adapted procedures for the application of classical decision criteria (Wald, Savage, Bayesa Laplace-Hurwitz) for nonparametric definition of group systems of preferences on the set of risk factors studied with the established measure of risk relevant findings.
